A real war has been declared on the emergency housing in Rostov-on-Don. The program adopted by the mayor’s office of the regional center will make it possible to completely liquidate all emergency housing in two years. Today 731 Rostov families live in it. The problem of unsafe housing in stagnant years, it seems, did not exist: statistics spoke of thousandths of a percent of such houses. Builders remember well the time when reconstruction was forbidden in the center even at the expense of residents’ own funds, all efforts were spent on the construction of residential neighborhoods. The center of Rostov waited patiently, but his patience finally ran out. Many central streets now remind of their existence by the destruction of residential buildings. The extremely low rates of resettlement left the tenants every chance to huddle in anticipation of a better life under a dangerous roof for another ten years. However, the mayor’s office of Rostov decided not to stretch the problem for many years, but to engage in an open battle with it. Today the problem is more urgent than the liquidation of emergency housing, for the city there is no, says the deputy head of the city administration for construction Anatoly Labusov. A program has been developed to eliminate emergency housing, according to which 731 families will be resettled from damaged houses within two years. Local authorities understand the complexity of the task, but are confident in its successful implementation. The efforts of the entire city will be united: this is how, in the 60s and 70s, having concentrated all the forces, Rostov evicted its inhabitants from the barracks and cellars. At one time, this problem also seemed insoluble … Moving out of emergency houses, when new square meters cost a lot of money, apparently, will require non-standard approaches. Several options were taken as a basis: the purchase of apartments for resettlement in the secondary market, overhaul repairs of damaged houses, assignment of vacated municipal housing to the families of emergency responders. Among the most promising methods for solving the problem is the completion of the «unfinished» building, which will allow, at relatively low costs, to resettle the inhabitants of houses for the disabled and the elderly into rented apartments. The interest of developers to work in the center of Rostov will also play a role, erecting comfortable housing on the site of dilapidated houses. This year, more than 300 families of «emergency workers» will celebrate the housewarming. Next year, the city intends to completely resettle the remaining families. Rostov on Don.
