Medvedev said this in a recent conversation with the head of the Federation of Independent Trade Unions Mikhail Shmakov and his deputy Olga Golodets. He also clarified that in order to fulfill the plan, active assistance of trade unions, allocation of funds from the budget, and control over the entire process by the government will be required.
